If a game has been discounted by over 95% (likely every game in a bundle) you will only get 15% of its steam price. You can see the list here : https://www.steamgifts.com/bundle-games

So the guy on lvl4 probably gave away more unbundled games.

It is possible that the Level 3 guy gave away non-bundled games. They give you full CV. And the other guy gave away lots of bundled games. Those give you only 15% CV.
