Yeh doing it is at own risk ofcourse. If steam finds out you are from a different country they will lock your account too due to "fraudulent activity". And I don't know about gifting. Recently they did add an extra protection but I think the developper has to add that option to their game. As for as I know not all games have it. But I could be wrong.
