a glitch? no. it's called a bunch of assholes using bots to fuck up the market.
basically these "people" put bots on the work 24/7 to buy any key at X prince range, so even if you see it, that bot (or possible other human ,that's a possibility too) have bought it before you...

it'll fix by steam most likely(eventually), like they did for summer cards now.

try this, refresh 3 times consecutively then buy the 2nd one that comes up on that page, not the first item.

works well during market sales where lots of people are buying stuffs.
