Steam has games with DRM, it won't work without it.

That is not necessarily correct. As a developer you have the possibilty to use Steam as DRM, but you don' have to. So there are many games which will run without Steam installed! Even games using Steam features like Achievements, Stats, etc. don't have to use Steam DRM and are able to run without Steam installed, although the Steam features won't work obviously.

normally steam should ask you to keep the game files or not if it would be a good app....

i just installed steam on C:, where can i manage that it ONLY downloads and installs on :F:\?

Except that you didn't deinstall it through Steam. The control panel doesn't necessarily communicate with the programs it deletes.

You have to create a new library on that drive and then when you install games you can select that library instead. (just Google it. It's not hard to do. It took me maybe 2 minutes to set it up)

Since the games are located within Steam's directory, this is not surprising. When you delete it through the control panel, it probably just removes the entire directory, including the games. You should have used Steam's way of uninstalling instead.

You can try to restore them by deleting System 32.
