The Steam API doesn't transmit which DLCs are owned. You always have to check them individually yourself.

Yeah as said above, the only option on your side would be to find the DLCs in steamgifts and then hide them so that they won't show up.
This is also an issue with bundles, so make sure you hide those as well if you own all the games in the bundle/s.

I just hide them all individually. (The eye icon next to each game) This happens with all DLC and extended/game of the year editions of games.

I already have This War of Mine - The Little Ones DLC, and despite having synced the Steamgift account with Steam, I find this title on the list of titles to enter for the competition.
