You can report the group, with screenshots of giving away curation copies (chat etc.).
I done that with a bunch of russian ones that were all owned from the same guy.
He have a shady russian freebie site too.
I can only say that a part of the groups got closed but not if it was because of my reports or other stuff.
But in the end, a lot of effort is needed and the gain in minimal because it give hundreds of them.
Look on trading sites and you see that some of them offer curation copies absolute public.

It its a requirement to join a group to get the key on a public giveaway then its not allowed as far as i know. If its a group only giveaway, the winner has to be be in the group before they can join anyway which is not a problem.

If it gets reported that the winner is forced to take his win from a curation page (so a curation copy, not a key) it is seen as "unethical" and the mods will suspend the gifter and if the gifter have a developer tag he lose that too (both happened to some shady people that i oberserved and reported).
At least a part of the mods..., if the used rules don't changed in the last 9 months

Thanks for clarifying the point. When i read key, i thought he/she meant a steam key rather than curator giveaways on steam. However, there does not seem to be any mention of this on the guidelines or FAQ as far as i could read so this needs clearing up.

Yes, it isn't in the rules or FAQ (as very much other things too) and i needed 2 years (or more) till the tickets about it got handled.
At least some mods see cheater behavior (abuse and exploiting) as what it is and the blablabla mods can't defend such behavior forever as "within the rules", when it gets clearer and clearer that the people that use curation copies -not keys- (and not only a few) to level up, not only do such shady stuff.
Or with other words, the one that i reported piled up other stuff on top and that broke him at some point the neck because it was "too much".
And i think the acting against the curation copies -not keys- is now "standard".

Generally, in my experience, if you can't easily find the answer to something and it looks "weird" then it usually is. Another indicator is that you basically never see it even though sg has many curators. This specific one can be extremely problematic
