Is it illegal or will steam take the game away if I a Russian or Ukrainian trades a game with me or gifts it to me?

Well on the Steamgifts forums, I read something like that was happening.

But if I just do it for this one time, will it be illegal and, note its for trading a game and not buying off him any thing.

The Steam Terms of Service is not the law. Therefore it is not illegal. Some games are region locked meaning you cannot activate or cannot play them. Others are limited to that region's language.

Don't think his worry is exactly legal vs. illegal. If they want to, they can ban whoever they want for whatever reason :)
You should be fine. Valve was banning those trading hundreds of gifts.

If You live in EU and You get Gift from a Russian player - yeah. You might get your game removed. Steam doesn't like when Russian players trade their games outside their own region.

If You live outside of Russia - yes.
You want to trade Gifts from a Russian player, You have to be Russian as well and live in your country.

If You live in USA (for example) and get GIft from Russia it is very likely (but not certain) this game will be removed from your account.

not true, i have many russian games, most of my games russian, but i live in GER, i own about +700 games, and none of them been removed

the only thing u have to look for,is, that it is not region locked and that it supports ur language or english, also steam support knows of my russian versions, i had to let clear off two of them via steam support, because they got region locked after i while and they done it without any problem,
at moment i have trouble with my russian yesterday (adventure) they removed the english language

Recently steam has been cracking down on Russians taking advantage of lowered prices in their region. Seems that quite a few of the Russians have been selling gifts for a higher price than what they purchased them for. If you search the net, I'm sure you can find the news story where steam temporarily disabled gifting from Russia.

Exactly. This is what is happening. They are cracking down on profiteering. You are absolutely still allowed to trade with them.
