1. Malwarebytes
2. Adwcleaner

Run Malwarebytes and do a full scan, after that open Adwcleaner and do the same.
It should be fixed if it's just simple adware.

It looks like the sketchiest program ever, but it is legit, and does an awesome cleanup job - superantispyware

Now even the desktop... I'm getting a bar at the top, random applications and installers to random things keep popping up and formatting is NOT an option.

malwarebytes. avast. back up your chrome extensions and bookmarks and settings, then nuke the installation and reinstall if it stays.

You could run some sort of antivirus.

Ok I don't think anti virus can fix it!! The screen is full of ads!!! It's amazing how much damage 1 700kb file can cause!

use ccleaner. shut your internet connection for a while. reset your rooter-modem. that will do the trick i guess.

Sometimes, or most of the time, common sense, and a crital view on stuff is better than most anti virus programs ;)
superantispyware and spybot search & Destroy would be my first choices - used a 3rd program too, once and i can't remember the freaking name of it xD

What you've got is not actually a virus, that's why your anti-virus program did not catch it. You've got adware, and other programs are used to deal with those. Several different programs have been mentioned in this thread that can deal with them. It's worth knowing that these adware programs can be quite tricky to actually get rid of, and they can "hide" things that make them automatically re-download themselves even if it looks like they've been removed. The files can also be "used" by the system, and thus can't be removed unless you start in failsafe mode. What OS are you running?

Never understood why Microsoft called it Windows, a more appropriate name would be Holes. ;)

Spybot Search & Destroy may help fix your Holes.

I also recommend Zonealarm Firewall over any other firewalls out there.

Read everything in that post, also it would be good to bookmark it, when you finish with all things that are listed in that post, do last scan with ESET online scanner http://www.eset.com/us/online-scanner/

Then after you get rid of malware, be sure to download some free anti virus and keep it updated, for anti virus recommendation check that same reddit thread.

Everyone is giving you nice tips, so I won't repeat them. Just remember to always have a bootable rescue disc or linux pen drive, just in case.
