FU Origin why you have to update now? I was gonna say Playblink or Gameminer too, but I remember some keys store that accepted SMS payment, but can't remember the name, I will try to find it.
Edit: sites like plati.ru or rpgstash.com or others that offer you random Steam keys for different price, like "try your luck". Region free as they say, but they're just reselling things from bundles, to have "luck" and get a good game, would be hard.

Long Story: I barely use my cellphone, yet I must have one because reasons like parents, job, etc.
The cheapest offer I found (that includes a reasonable data plan that is, because I need to chat/watch videos/check my emails, etc from my cellphone) was 8€/month.
I rarely spend more than 4€/month, yet I still have to pay the minimum of 8€. So my idea was, the 31th day of each month, check how much I spent that month, and buy something (like gold for a MMORPG) to reach my minimum.
Let's say is May 31th, I check my real time online bill and it says I only spent 3€ for the whole month. I'll pay 8€ anyway, so I can spend the rest 5€ "for free" before the end of the month.
Does it sound like a fraud to you?

On mmoga.com you can pay with mobile payment if you are from UK/DE/CH/AT/FI/SE/NO, though this site is not an official seller like GMG or amazon

Short Story: Do you know any Steam related game/website where I can buy/donate something via SMS?
The only one I can think about are Playblink and Gameminer, where you can donate/buy gold using SMS and get exp and points for it, to enter more giveaways.
Maybe there's a F2P/P2W Steam game where I can use SMS payment? An online video game store (GMG, Amazon, IndieGala maybe some obscure russian website?) where I can buy Steam game keys? Perhaps I can buy a bundle somewhere via SMS?
I know I can purchase gold for FaceBook games via SMS but I'm not interested.
