Can you gift serial numbers?

Say I bought a bundle and there's a few games I'm just not interested in, how would I go about creating a giveaway for the serial number? Am I allowed to do this and would I just email the winner the serial as opposed to sending the gift through Steam?

You can gift keys, as long they are steam keys and not region locked.
