i tried activating a region locked PL steam key in my IN account.

I bought a PL Sins of a Solar Empire: Rebellion key and tried to activate it in Steam (IN account). It said item not available for purchase in country. Your purchase has been canceled.

So if i create a giveaway for the key, will it work for the winner. (region locked giveaway obviously)?
