  1. Multiple wins are blocked by site, but you can get it by luck when are in a short time.
  2. Some time ago i had a situation that i bought game and hour next i got it from steamgift and what ? copy owner allowed to give it to my brother to get fast "recommend" to increase lvl.

That giveaway creator made a mistake. They should have instead asked for a reroll since you already owned the game. Just because somebody made a mistake, doesn't mean it's allowed.

1) they are not blocked. What you mean is blocking to enter GA-s for games you already have. But non-activators/regifters are not filtered, you can win multiple copies
2) that is different. Shady, but at least it has no trace in anyone's profile

Activate one of them, contact the creator of the other giveaway to explain them the situation so they can reroll (you can do so by leaving a comment on their giveaway)

To avoid future occurrences, you should not enter multiple giveaways for the same game running at the same time.

Why? There are no rules against it. It's not a big deal if you win twice, as long as you tell the creator to ask for a reroll.

Why should we not enter multiple running giveaways for the same game ? Chances to win are pretty low as it is, so if I see multiple giveaways for a game I want, for sure I will enter them all.
Even if you are in multiple giveaways for a game, you have more chances to win none of them than one them, let alone more than one of them. Even in the event that this situation occurs, there's a simple solution to resolve it (solution that you have given yourself), so there's absolutely no sensible reason not to enter multiple giveaways for a game you want.

cope with whatever penalty mods decide to apply on you.

There will be no penalty, as long as OP does what you have said

Well, I've been here for almost two years now, and I'm pretty sure there was a rule against winning multiple copies of the same game. I'm deleting my OP now as it turned out to be inaccurate. Thanks.

That rule is still there. But if you win the same game twice and one of the giveaways is rerolled, you are no longer the winner of multiple copies of the same game. It only applies when the user takes both copies instead of telling one of the giveaway creator to ask for a reroll.
