yes, if the winner marks "Jet Set Radio" as received but does not own the game, he will get banned.

please read the FAQ, it clearly states that you're not supposed to misrepresent the game given away

if you still want to give away JET GUNNER, you can simply drop the key in the forum or give it to a friend on Steam, but you can't create a giveaway on Steamgifts for this game.

Yep. If the game isn't on the giveaway list then it can't be given away. Jet Gunner isn't on the list because it was given away for free.

By giving it away under an alternate name, you are creating a fake giveaway and can be suspended for not delivering the game you selected.

If the winner receives Jet Gunner, activates it, and marks Jet Set Radio as received, they can get suspended because they did not receive Jet Set Radio.
