Alternate Puzzle (South America Only)

My first puzzle is up and running, but it may be a little hard so I decided to make this alternate one for South America only. If you're not from SA you can still solve it if you want. Also, by solving this puzzle you will get an exclusive hint for my first puzzle.

Puzzle Details

Rule: Do not share the giveaway URL or hints / solutions. Whoever breaks this rule will be blacklisted and the giveaway will be deleted.
Special Reward: First solver will be whitelisted.

Just a question... Is the answer available for everybody? Or only for South America residents? Because it is what I think and that is why I gave up

If you have to find it like I think you do then it's not even possible to start without being from south America.
I just wanted to give it a go even though i'm not from south america.
edit: Ignore that. I figured out how to do it.
edit2: Actual puzzle is even more confusing! Have no idea at all!
