I meant it as a joke that Paradox giving DLCs away for free has got to be an error. ;-)
Normally they price them high and only ever do a -50% discount.
(But it didn't use to be like that, I got many DLCs at -75% years ago.)

Reading their announcement, cynical me read it as "while making new DLCs we fucked up and relied on DLC-exclusive features that we cannot just patch into base game, so to make sure people buy new DLCs we make older ones free instead of posting warning 'this DLC won't work without buying other DLC' and making it really messy".

From what I understand you actually don't even need to grab them now, after the sale they'll update Steam depots so base-game will have DLCs anyway.

the base game is not free anyway
and Steam doesnt allow to claim DLC without base game.

So it looks like as attempt to sell more Hearts of Iron IV so ppl could claim those free DLCs.
