First off, I retract my post thinking that Archi's Steam Farm program was the problem.

My problem has been appearing since Tuesday(April 25th). What I see is an application popping in front of my face for half a second. I could only see the white border of the application, nothing else. No matter what I do(browse the web, play Battlefield 1, watch a video in fullscreen mode, etc.) the mysterious program will show. I can try to record an incident, but I am not sure what recording software I should use.

Example picture below. This is what I see in a blink of an eye.

May 2nd update: I think my problem is Battlefield 1 because the game loads by showing a small black screen the same size as the flashing application I have been dealing with. Battlefield 1 pre-loading screen

Maybe something is running in the background - even malicious, perhaps?

It's usually obvious. Also, it's usually using a lot of memory.

Are you using system mechanic? It will auto optimise (and flash up a damn window) anytime the CPU/GPU usage drops below 10%ish. Drove me nuts trying to work out what it was on my machine because it pops in then pops out so fast.
