Just saying, PayPal has occasionally run similar promotions like this in the past. These promotions mostly target specific users.

I haven't tried it yet (I do live in France) as initially I thought It was shady. However I received this morning a mail from Paypal promoting this operation so it is legit. However I think that you have to pay via Paypal when buying from Steam, so probably won't work if you use your steam wallet funds.

Honestly, I think there has been plenty of proof in this thread that this is legit. And for it to be a referral, wouldn't the sharer get some sort of kickback? I don't think OP is getting anything from this, just trying to get some French people a free 2 Euros to spend on Steam. As far as those of you saying that nobody ever gives away free money. Sure they do, all the time. If it helps them promote their product. I've gotten and seen tons of coupons/codes etc for free stuff from tons of vendors.

1) Nobody gives free money.
2) PayPal wouldn't make a referral program only for French.

No one else finds it ironic that so many are saying "nothing is free" on a site where they win games ... for free?
