Need some neat gift/celebration ideas on little to no budget. [lvl 1]

I am afraid, I am of no big help here. My wife and I haven't really celebrated our birthdays for a long time, other than trying to spend more time together on that day if at all possible. Which in my case is difficult, because it's the day before Christmas Eve and usually there are still some things left to do.

We prefer to have some quiet time together, maybe go for dinner (or just cook something nice at home) and that's it.

We realised long time ago that we have all we need (even when I was unemployed and looking for a job) and rather spend some money on family members with kids who can use the financial aid. For the last few years we also took care of some refugee families and helped them when they needed something (not necessarily financially), and we are fortunate enough to realise on a daily basis how incredibly lucky we are: We live in a country not torn apart by war, we need not worry about not having anything to eat, we have a roof over our heads, we don't have to fear for our lives or the ones of loved ones.

I think as long as you two spend the day together doing something you both love (and that can be as simple as cuddling in bed, watching anime and having a nice dinner together) your boyfriend will be the happiest person on earth. ;)
