Unless you give your password and name before dying to people around you, there is no legal way to transfer. Beyond the legal aspect of it It should be normal that people can give their accounts to kids or relatives after their death. I have a decent number of games but will likely die alone so the question is not for me, but I am sure many people here have any games in their libraries, hundred or thousand games. For now, giving your password nickname to a clerk/notary or person of confidence so they can be given after your death would be useful, after all some accounts here are worth thousands.
