I think reporting their Steam account might be helpful. At least it shouldn't do any harm and Steam should be in a better position to contact them or local authorities.

I once made a similar experience in the PSN and it was a success. Can't tell if Steam is doing their job as well, but there is no harm in trying.

I've reported a few Steam profiles over the years, although for very different reasons. I've never even had confirmation that the reports went through, and I couldn't see that any action was taken either.
