CoH2-British Forces not activatable in korea? (HB gift link)

So I'm from germany and made a gib of it with the HB gift link. My winner said he can't activate it in korea, anyone had a similar case or knows how HB region locked the monthly bundle?

Humble Monthly isn't available in these regions at all.

this is a special case, this means it can be rerolled, Madu just ask the winner to give you the key back and reroll.
