It might depend on the preference of the gifter, but I don't think you entering a giveaway for something you own 1/4 of would be too egregious. I don't think it is explicitly against any official Steamgifts rules stated in the FAQ.
I would enter and thank the gifter as usual, I don't think it would be too much of a big deal if you won.
