I'm not sure requesting a re-roll is a good idea. If he sent the key via e-mail immediately that could backfire spectacularly.

Check his library if he's redeemed the game, for starters...
An option could be the guy was using the site through a side account and as such should be investigated, though it is not an exclusive theory at all.

If the person is on holiday / lost email account / computer is broken then 15 days isn't too bad... Wait and see if it is activated on the account in a week or so...

I have a giveaway that was closed 2 weeks ago and while I have sent the key code by email immediately, there was no response or acknowledgement. I have added the winner on steam but the profile shown last active as 15 days or so ago. I have just checked his profile which now finally shows last online 8hrs but he did not accept my invite. What can we do in cases like this where the winners received their gifts but just doesn't respond?
