Updating to Windows 8.1 will delete all Steam games I installed?

Recently I bought a new PC and installed Windows 8 there, I downloaded some Steam games, now I want to upgrade to Windows 8.1, here is 2 options to the question "What I like to save" one says "Nothing" and another "Personal Data: All saved in your User folder is considered personal data, like the folder Documents and Desktop.", I'm worried this won't delete all data I have I have on my C disk? all my Steam folder with games? because it's a pain downloading and installing all again.

It won't. However, I strongly recommend that you stick with Windows 8, unless you're using a touchscreen. Windows 8.1 ruins the Search feature, and "This PC" and the new start button aren't all that special.
