So, To share the spirit of happiness,( for a nice person, to have added me on steam and given me a game that I would like to play), I would like to make my first giveway. Considering there is one level 0 user who won over 600 games, yes, very well possible.

I won this when I was level 0 and it was on my wishlist

I won my first 16 giveaways in 2 months, all level zero.

I won several game which where restricted to level 0. It's not impossible just less likely.
But if you continue to giveaway games you like, I am sure you will level up and win several games.
