I rarely do whitelist giveaways to be honest, but I do give a decent amount of games. And quality games are not rare for me to give.

I don't see giving to your whitelist is being any particularly generous. I'd say that making a public giveaway is far more generous, or even giving to the forum. That's the only condition I have a problem with.

I see public giveaways as wasteful.
The people who enter your giveaway may be leechers, or even bots. Even if you set a minimal level, they still can be developers that level up by giving away their own game, promoters giving away trash games they got for free, key resellers giving away trash keys they can't sell, etc.
I much rather give to people I know and like...

I completely agree with the sentiment that public giveaways are wasteful especially when giving away high quality games. I see multiple people entering Giveaways with over 100 and even 300 wins and no or few giveaways done.
SG Tools, Whitelist, and puzzle Giveaways limit the bots and leechers from entering.
-For new users, they might be more comfortable doing public giveaways since they may not know the difference between public and invite/ Whitelist only giveaways.

I think I pass your other requirements, if barely. My current financial situation doesn't allow me to go beyond this, but I'm always doing my best. ;)

I think I qualify on the first 2 criteria, the 3rd criteria is something you'll have to decide for yourself.
IHMO being a good person isn't something any statistc on SG can or should determine.

My previous whitelist recruitment post was pretty successful, so I'm starting a new one.
I did an extensive cleanup, so if you were removed - feel free to reapply.
My whitelist has around 100 members from my group QGG, and around 50 various SG users. I keep it with no more than 200 users, so I have around 50 slots to fill.
I'm a person who likes to occasionally create whitelist giveaways or add my whitelist to my closed giveaways, and I like to giveaway (more-or-less) good games.
I have 3 general requirements, each I will detail with what exactly I mean:
