Metro 2033 is a steamworks title so you can activate it on Steam anywhere you get it. However Metro 2033 doesn't seem to have sold all that well or the publishers know that cheaper titles sell better, it's almost always on sale at the 5.00 USD mark.
Still 9.00 USD is not a bad price to pay for the fantastic, yet slightly flawed, game. Remember to play on the Ranger difficulties otherwise combat will feel too clunky.

Amazon being unavailable to anyone outside the US, that leaves Steam and "other sources". Might be the easiest way for someone to actually get the game.

As occurred in the current edition of the game Darksiders, the magazine will have a key to the game on Steam activatable.
