I look at posts I like and people who are cool imo and I add them.

I usually notice them in comments on my GAs or in the community forums, then check their profile (not for ratio -- for rule-breaking).
I've whitelisted for everything from simply saying thanks on a giveaway to taking the time to help someone in the forums, and even for just making me smile or laugh. :X

Its not a single thing. Generousity certainly helps, and if I enjoy them on the forums. Curing world hunger would get someone whitelisted.

Multiple choices:
Some who have been helpful and active in the forums
Some who are active in steamgifts and share the same groups with me
Some who make nice giveaways I have won
Moderating staff because they are are volunteers and there should be a perk with all the added responsibility
There is even a person who won my giveaway that I asked to be rerolled. It was granted for an infraction of the rules but he contacted me with an explanation (he removed the games from his account himself and readded them after reroll)

More of an attitude thing for me.. it's people that come across especially friendly and helpful. GAs and Forum Activity sure help visibility but are not really a factor. That said i only found out about this site like two months ago, so there aren't too many people on my whitelist yet ^^'

I wl people because of their thread activity mainly. If I won a game from them they go on it too. Their ratio helps decide too. If it's particularly bad then no WL, no BL either though because of ratio. Not everybody can afford to give away lots of stuff or buy bundles regularly.
