If someone wants to be generous, why punish them? Who are you to restrict what people can and cannot give away? Something like half the stuff I've given away has been games from my wishlist. (I give them to others before I give them to myself.). Would you demand that all those people give back the gifts I gave them?

I have given away Shadow of Mordor for a secret santa, even though it's on my wishlist. Why, you may ask, because I don't have a decent computer to play it ... but I might in the future.

Some time ago, for instance, I bought a copy of the Unreal Collection specifically to give away. It contains a couple of games I really want (and still don't yet own) but, at the time, it was reduced to ten bucks IIRC, and seemed a nice pack to give away as a group giveaway. Just because someone buys games to give away doesn't guarantee that they have no interest in owning the games themselves.
Regifts are outlawed, and rightly so, and there really doesn't seem any need to introduce an additional raft of draconian measure which punish everyone equally for the misdemeanours of a very small segment of the community.
I wonder whether a better answer to some of these issues would be to try and recruit a few extra Support members to help the existing beleaguered staff wade through the backlog of tickets, and allow them (further down the track) to provide prompt responses to new tickets, ideally within a few days of their inception. Pretty sure I recall at least a couple of reputable forum members volunteering their services, should they be required..

People are allowed to changed their minds, especially over a long period of time.
For example I gave away Jedi Academy in June 2012 and it became open source in April 2013, and has an Android port. That was reason enough for me to buy it in the current Humble Bundle. So don't assume that if I gave away a game I will never have an interest in it. (And frankly I gifted the game initially because I had some interest in it, so bought it to my inventory, and I eventually figured I won't play it any time soon and it would make for a good gift.)
As another example, what if I decide to play Lara Croft GoL (which I own), and end up liking it and wanting the play the DLC? Should I be disqualified just because I gave it away in the past?

I've given away a copy of Garry's Mod from my very first bundle (HB Jumbo 1) while I had ~ 2 dozens of games, because I thought it's only a building game. Turned out it actually has lots of playeable mods, and I would be really happy to have / win it. Sorry, but your suggested rule makes no sense, especially that you can't trade / gift away your won games. This is not gameminer :)

I think that u should not be allowed to enter a giveaway of the title that u had once created. I mean - if u had a game and gave it away. That means that u dont need it. And u join the givaway cause u want to win it just to trade it or give away once again. Giveaways should be for players - u win it
, u play it. General rules of the portal stipulate that condiction. System has the data of previous created givaways - it should block such user the opportunity to join the givaways concerning the same title.
EDIT : Now I know - it was a stupid idea. Earned some BL`s thanks to it..
Many times later on have I launched the GA with the game I have on my wishlist.
