If I understand you correctly, you're asking how to know if you can redeem a key from a SteamGifts giveaway.
In short: you can't know for sure. You can check the region locks from this thread and click the user's Steam profile to see what key region they likely have. But this won't always give you the correct answer, as the country listed on their profile might be different from the Humble Bundle country. Or they might not have any country listed there.
It's the responsibility of the giveaway creator to set the regions according to the type of key that they are giving away. If you can't redeem it, you should let the giveaway creator know, and they will be able to request a new winner.

if you gift a whole choice subscription, the games will have the recipient's locks

Purchases made from Canada receive https://steamdb.info/sub/1242200 for WWE 2K25, which is redeemable everywhere.
You linked the sub for Destiny 2: Legacy Collection though, which is also redeemable everywhere if it was purchased from Canada.
Unless specified separately as "NA", you can consider Canada to be included in "Everyone else".

Once you know the sub id, you go to its corresponding SteamDB page and check the red boxes labeled "This package can only be activated in the following countries" or "This package can NOT be activated in the following countries".

I got excited about the racing game until I saw no SP tag on the store, and instead Online PVP.
Strip out the mediocre wrestling game and the DLC and we have a typical premium Fanatical Build a bundle.

Yeah I tried the game just a few weeks ago when one of my co-workers was playing and it's frankly boring with bots.
Not sure how it is with players because I wasn't able to get a match.

Spellforce: Conquest of EO is a really good game for anyone who likes 4X stuff, although the DLC is really important (especially Weaver's Realms, which adds randomly-generated levels and more game modes.)
