Users gain points at rate of 6 per 15 minutes as long as their unspent points are under 400

Also from the FAQ (subsection Giveaways-Creating):

 Why is there a limit to the number of gifts I'm able to give away?

We limit the number of gifts a user can create for security purposes, and to prevent a new user from potentially posting a large number of invalid gifts to the site. When you create giveaways and your gifts are received, this number will increase. At that time you'll be able to create giveaways with a greater number of copies, and more simultaneous giveaways.

So you will be able to gift more once previous winners confirm that they recieved the game.

If it's about being unable to create more giveaways, unreceived feedback from finished giveaways is the thing that will hold you back (and probably currently is). If you keep making giveaways, every couple finished ones you should gain the ability to create more than 1 giveaway at the same time.
If, say, your giveaway will not be received and you get stuck at 0, you could also just write a support ticket asking for more giveaway slots.
