The best way is probably to refresh your Steam install...

Delete all files/folders in your Steam folder except for (steamapps, userdata, and Steam.exe)

Then run Steam.exe from the folder and let it refresh the install.

• close steam, restart ( close completely with alt+ ctrl+delete)
  if dont help try to search for latest steam updates- in client- in upleft side: steam> check for updates.

Maybe try out the steam beta client while you're at it if you haven't already( it re-installs).

Possibility of error from corrupted stored message cache.

1.C:\Users\%UserName%\AppData\Local\Steam [htmlcache]
Delete this with Steam closed.
2.Steamclient>Steam>Config>Download [Download cache clear]
3.Easy, as other users say, reinstall.

It probably will be cured with any of them.

As buggy as the new messaging system is, the only realistic solution is to wait a year or two until Valve irons out the critical bugs. (By then, it will still be buggy, but it should no longer crash as regularly.)
