Are all steam games able to be used in giveaways?

As long as it activates on steam. It can be a tradable copy or a key. If it's on the list, go for it.

That one also includes the "early access" items if you scroll to the bottom, so you're not just paying for the game (which is free).

Probably not, because once it releases, it will be F2P and F2P games can't be given away either (like TF2, SMNC, Airmech, ...)
