As far as I know DL is not available to buy in Germany, tho you can play it if you get it through a gift from someone outside of Germany

As someone who bought the Following: Enhanced Edition a few years ago, I'm pleased to see the "complete your collection" on the DLCs actually get a good sale finally.

For me it appeared and disappeared few times, but now it's gone.
Might be intentional, since they added special upgrade dlcs:

This could be. Still a bummer they pushed "The Following Enhanced Edition" so much but couldn't price the "complete your dlc" bundle reasonably. At times it'd be straight up cheaper to just buy the game again via Definitive edition!

It's how they work, you get used to it. I bought DL Deluxe and then they released The Following, so I bought The Following. Then I bough the Season Pass to get access to all achievements, because it was cheaper than just buying the Bozak Horde, smh... and of course the next thing they did was discounting Bozak -80% or so. Oh, and I also bought Hellraid. All in all, after buying Deluxe and Season Pass I'm still missing most of the DLCs. So long story short, I am totally not buying DL2 until they finish releasing whatever they plan to release and put it in one complete package and then discount it. Lesson learnt, for me anyway. They probably didn't learn a thing.

Yikes, that's rough. Lesson learned for me as well - waiting for DL2 definitive to come out even if it takes a couple more years. When I made my purchase I got the Following EE and Hellraid later on separately, both a bit more than what Definitive goes on sale frequently for now.

I tried getting back into it a month ago, and turns out the multiplayer, or rather COOP is more toxic than Left 4 Dead 2. Same rules apply, if you don't have at least one friend playing with you, you will be auto-kicked from the session the moment you join in for no reason.
Get this if you're going to be running singleplayer or if you plan playing with friends, but MP is unplayable as a solo player.

I spent 100h in single player, never felt the need to do coop.
Though I played some Hellraid with a friend and it was fun indeed.

Some not all. It is really complicated these days, mostly because Valve obeys all the silly German laws about internet regulations that most international corporations ignore.
Also apparently we do not have a problem with Herr Hilter or swastikas anymore but all games marked as sexual content are banned here nowadays ¯_(ツ)_/¯

Violent and sexual content is not necessarily banned in Germany but it is usually not allowed to provide access for minors, so Steam is required by law to gate such content behind an actually working age check. Steam just doesn't want to bother with that so they just don't give access to such content at all here. There are only very few games actually banned - as in "confiscated and not allowed to be sold or distributed at all" - in Germany for extreme violence or similar but quite a few are adult only like Dying Light or Sleeping Dogs Definitive Edition for example. Those could still be sold but not to minors.

Makes sense, and I can't really blame valve, I'd do the same if it was just one country. Implementing a working age check would cost them a huge chunk of the business probably.

That is the strange part, it is something Valve does but almost nobody else. Of course you can pron all across the internet, paid and free, but somehow Valve decided to censor their content for Germany.
But as WaxWorm said, this only applies to violence in a few cases like this one.
