How about this?
you get to a certain level or number of giveaways or some other metric or a combination and then you can moderate your own giveaways like reroll.
ie. Alienware gives users additional powers are they level up.

what metrics should be used to get self moderation authority?
maybe, take a test?
any other features based on leveling up?

could this be abused?, sure, but everything can be abused. that is why you set requirements that help confirm a user can be trusted.

this would definitely reduce the burden on the support staff.

EDIT2: What about a reroll credit every fifty giveaways? that way it cannot really be misused.

if you pay monthly you can change the winner gif and i think you get a badge by your name or something? they may have stopped doing the badge cause i saw people were blacklisting them for having it.

At most, I would like to see normal users be able to vote to recategorize discussion threads from General category into other new categories that may be more relevant.

Users were given the ability to do this when categories were added long ago for the very first time, where there was some mini game on the site for recategorizing posts from Uncategorized to an appropriate category.

It doesn't help when you haven't clearly stated the problem - Is it what you perceive to be the "burden on the support staff"?

It appears there's been many suggestions over the years on decreasing the amount of tickets through things like automated rerolls or automated deletion requests under other specific circumstances. I support such things, but I get the impression that those circumstances are either too limited for automation to avoid enough false positives or the effort to implement the automation hasn't been worth it before or right now, otherwise it would've happened. So I don't know that its worth it to spend much time on a perceived problem that we have limited information about as non-support users. If it is a serious problem, then I would support a jury-based support queue for simple stuff like reroll requests, GA deletion, and change giveaway game.

Maybe making the guidelines more clear like the newer revisions will pave the way for more easily implementing ideas like what I've listed?

Or maybe the current load isn't actually a serious problem for support if support isn't saying anything about it, and maybe they bring on more support & mod people when they actually need it rather than when we regular members perceive they need it. I don't know, but I'm not going to make bold assumptions either, especially when we don't have any stats on how many tickets they actually process - We only know how many tickets are created or what's still open per category.

thanks for the link to how many tickets. i hadn't seen that page and was looking for something like that.

but why do I have to repost the problem when everyone knows the problem. many people have stated the problem with very long wait times in other threads many times. one was just posted two days ago What should I do if reroll request isn't handled within 7 days?

Sadly, no, it would not. Support would have to approve people for this kind of self-moderation (because any automatic system can't check that the person is sane". And then, support would have to deal with appeals from people, who will be moderated this way, if they consider they were rerolled/posts removed/etc incorrecyly.

You already have a blacklist, use it if you want.

the reroll can be limited, maybe one per giveaway or time period to limit misuse.

I would be really pissed off if someone just reroll me for no reason (or at least for no reason in my opinion). I would definitely contact support about it. And support will have much more troubles resolving it, than just doing a regular error. Cases like this would happen, and support has no other option than to deal with it.

i just added, how about one reroll credit every fifty giveaways. not really going to get abused with a people only having a few rerolls.

Rerolls can still be misused with a limited amount of credits if it works like the current system, winners have zero chance to contest the reroll unless they meticulously track their own history at all times since rerolls remove the win as if it never happened. So you're giving people blank checks to occasionally deny people wins for no good reason.

For example, I can already imagine people rerolling for their own self-imposed rules that you "agree to by entering" (even though no such agreement exists according to official site rules) or other measures because they don't like the winner etc. and nobody would be able to find out. When going through support, you have to at least fabricate some excuse and you'll in theory face penalties if they somehow figure out that you lied.

A way to avoid this would be to make exceptional tracking/handling of these special rerolls, but that would mean that in the end it probably would not give support any less work.

I think the overall idea is still good though and may be applicable to some features of the site. But it's important that there will be significant penalties to abusing the system. And this may again end up causing more work for support anyway. So maybe in the end it would be the same as just getting some more volunteer moderator staff if needed to keep up.

EDIT: On top of the most recent responses (by Aldowuj and makromatee) it could be a nice idea to implement a button the winner can press at any moment to automatically forfeit the win for any reason. This would in turn give the creator a free pass to delete or reroll the giveaway without involving support. However, I can already think of one potential case for abuse: For CV farming, you could in theory make a group with five friends and buy games for each other risk-free if you could reroll until the 'correct' person received the game (you can technically already do this with the current system, but a human moderator would immediately be suspicious). This is quite a specific case though and could probably fairly easy be prevented with the proper countermeasures.

I like the idea of winners being able to reject a win and trigger an automatic reroll/delete, maybe with a warning about how "this cannot be undone" and only if the key has not been revealed by the winner

That would not work and be easily abused, as written by many above.

We could use some other "upgrades" like connect creator's making re-roll / deletion ticket to winner's option to click "ok" "nah".

If I'd see straight away someone agrees on re-roll (or requested it and await creator's ticket) it would save a lot of time needed to dig through comments, confirm permission given via steam chat, browse old tickets etc. But I would not like it to be fully automated, as now I can spot some extra problems that can be connected to the giveaway. Like incorrectly chosen regional restrictions.

Only automation I'd like to see would be an an option for an autoroll if the winner is banned already, or if the winner checks some box to decline a win. Even then, I doubt it's such a huge issue that we need to automate

When it come to keys and rerolling, self-moderation is going to get abused and used in the wrong way whether you are level 0-10. I would always let the moderators make the final decision on rerolling. By all means make the system more automated, like clicking on a box next to where the key is on the giveaway won page to request a reroll by the giveaway winner, but ultimately a moderator/support staff have the final say in the matter.

If people blacklist for bad ratios etc., imagine what people would do to someone winning a giveaway they did not want to win.

If there is no one independent on the reroll decision, people will argue who was right or wrong or I clicked the wrong box or I didn't understand what you meant etc. In total, there are currently 43 tickets open for rerolls so its not really a major issue/burden for the support staff currently compared to the 840 or so tickets for unsuspend requests. https://www.steamgifts.com/stats/community/support for the stats if you are interested.
