Create a ticket right now and tell support to check if that user has been suspended for non activated gifts. Then they will decide to reroll the giveaway or not.
My suggestion for you is to create restricted giveaways for level 1 or more in the future.

Just FYI that in the case the user has been suspended already for that unactivated gift, the mods MAY decide that the user has paid their penalty and not agree to a re-roll.

It's not mod decision if re-roll will be granted or not, as there is a rule. If winner was suspended and inactivated game was won in last month - re-roll is granted. If winner was suspended and game was won more than month ago - there is no re-roll.
If I win game in Jan and not activate it, get suspended in May and creator asks for re-roll June - it will not be granted on the base of this inactivated win.
