A friendly phone call with your credit card company might solve this.
I had a similar problem where my CC was put on hold, because I made a lot of small purchases during christmas (many bundles and cheap steam games). The CC company thought it was some strange activity. A phone call and 15 minutes later I could continue the shopping.

I was trying to put some money on my steam accout and i always get this:
"Your purchase has not been completed. Your credit card information has been declined by your credit card company.
Note that in some cases, your credit card company may put a 'hold' on funds in your account, but you will not be charged. After correcting any errors in the information displayed below, please try your purchase again."
I used the card before, why it doesn`t work now?
