Account Value

So.. steamgifts requires our steam accounts to be valued at 100$ to register here, my neighbour would like to join this site, but he doesn't play too many games, CS:GO mainly. His account is valued at 56$. He is thinking about buying some games currently, but he is scared that he might get removed from this site when some games get bundled and he drops from 100$, is it possible or will he be able to stay regardless after being registered?
