so I bought the game Ionball 2: Ionstorm, for the price of 0,39€ default price 3,99
and I dont find it in the giveaway thing, should I wait, is the minimum price for the giveaways 0,99?

Those games were probably given away for free at some point. You can't giveaway free games.
