Why can't i share Mortal Kombat Komplete to a neighbour? Since it doesn't use any id like GFWL ,Uplay,Origin etc right?

Steam is still DRM, if you have it on Steam you can't lend it to someone else afaik. (Unless you do the family sharing thing, I know nothing about that).

And Mortal Kombat Komplete doesnt have any third party key/acc/subscription yes?:) I asked this question,this topic,for who knows.

Can all Steam games be shared with friends and family?
No, due to technical limitations, some Steam games may be unavailable for sharing.

I understand you said it doesn't have 3rd party DRM, but that is just an example. If you recently bought it, have whoever is trying to play it restart their Steam to refresh their library.
