Hey, I just got a key for the Kane & Lynch Collection out of the Square Enix bundle from the trade section of this site. Well, apparently the collection which is distributed to the rest of the world is not the same as the collection we have here in Germany (Kane & Lynch 2 is low violence here). In fact I can't activate the key.
Before you say "noob, don't care, ask the trader" I have to say that I totally don't care that the key doesn't work. I will just activate it some day in a polish hotspot.
The thing is: How does Steamgifts handle these problems? I bet this is not the only game where things like these happen. Do all of these games actually count as "region-locked" so giving them away would be forbidden by the site rules? What happens if I somebody from Germany wins a key for this game? Not everybody is aware of this problem for sure and the giveaway creator won't say "Sure I'll just re-roll with the key I already distributed to you".

yep, that's true. for a specific "germany" thing, potentially ANY steam key could be region-locked and we don't know it.

Well Germany, I think it's normal to see these kind of thing, it's not the first time this happens, sometimes ROW games are locked only in one place, Germany.

There are lots of GA of games not just this one, that if a German guy wins them, he won't be able to activate, I find it very unfair just because of one country ppl won't be able to create Kane and Lynch GAs. You can't just track which game has region lock in Germany, and which hasn't since as I said there is lots of them, still rules are rules, too bad if some German person wins one of these keys :/

I did, and I hold to my opinion. Germany has a very strict law about violent games for more than a decade now and every gamer in Germany should be more or less aware of that. Sure, there could be a feature in Steamgifts but that doesn't mean you can't be aware of that.

I'm not sure about if a German guy gives Kane Lynch, since their version is low violence but normally their low violence games can be activated everywhere, but for anyone outside Germany, giveaways made by not Germans are ROW, so if you are outside Germany you are okay.

Square Enix started region-locking their indexed games. Because their lawyer told them: that's the law in Germany...

It happens not only to Square Enix games, like some ROW version of Saints Row IV was region locked only in Germany.

Its Germany thing. You get a lot of stuff blocked unless its low violence version. Nobody cares to such extent you don't even get your own region like ROW CIS etc...

I had to buy blood dlc for shogun for my friend because of that reason. You can't in Germany. But you can receive it as gift heh.

Its like reverse from usa. There you can splash blood and guts all over screen. But show bit of nipple and you get rated Mature.

IMO nipple is better than blood and guts. But outright blocking it completely is stupid as well.

I like region locks. On a global system like Steam it makes it so no one else has to worry just because 1 small country has a bug up their ass about a particular game. It also makes it so that everyone can have fairer pricing.

Small country? We are not talking about Zimbabwe here. Germany has Euro 1 pricing btw, so argument invalid. Anyway this topic is not about region locks. It's about how this should be handled since the Humble Bundle keys are not officially marked region locked

I wasn't talking about Germany in particular, lots of countries like to censor and ban video games. Now the rest of us no longer have to worry about a game being taken off the market to appease a local censorship law.

Well South Park (console versions) was censored on whole Europe because of Germany.

New CD-keys automatically have same restrictions as steam store purchasing.

These keys are allowed as long as it's not majority locked out of using codes.

So keys that can't be activated in Russia/Japan/Germany are still OK.

Well, that key is RoW. So there is no problem.

I'll try to explain better:
the problem is not "that key is locked in Germany".
The problem is "that game is banned in Germany"

Even if exists a non-violent version for Germany, let's call it "gameDE"
I see no reason why "gameRoW" should be banned on SG, because "gameRoW" and "gameDE" are different games, is not the same game with a region tag.

Meanwhile I think region locked game should be handled with a different entry\cv system, but I guess something like that is not implementable

A game being locked from activation in one country isn't generally handled the same as a game that can only be activated in one country/region. It's not that the game is specifically region locked its that its not legally available in said country.

If I want to sell Manhunt on ebay I cannot offer it for sale in Germany/Australia as the winning bidder would then be breaking the law by importing banned material. If you want games that aren't available in your region it's on you to know how/where to acquire useable copies not those from other regions providing the content.
