It's because CV is always determined by whatever the games cost now, not what they cost when you bought them...so as games get cheaper your CV drops.

CV devalue. There was a time, when even $0.01 was enough to be part of the club. Then it rised to $30.01. End after that people started to erase CV on huge sales with %90+ discounts. That made CV cheap and meaningless.

My suggestion: give away EA games that are a few years old. They're pretty much guaranteed not to drop in price except in sales.
