So my Takedown: Red Sabre giveaway ended about half a hour ago and I checked the winner. He/she hasn't been online on Steam in over 30 days, and has won 4 gifts, but has only played one of them for 0.1 hours. Should I reroll and report in this situation?

The rules say nothing about playing. Only about activating.

It does sound iffy. Maybe they do these giveaways for the thrill of winning, and less of just the prize. Send them a personal message asking if they actually want this game. If they don't reply in a week, I guess you just reroll.

That actually wouldn't be ok. Despite them playing the games or not, they activated them, so that's no excuse for not giving the game.

no, write him an email that he should contact you for his win...you have 7 days..until you not reaching him, request a reroll with proof that you tried to contact him.

the 30 day problem may be a steam glitch. One of my friends get on steam everyday, yet her profile always says offline. Even if she tries to change it. She told steam about it and they fixed it... Til she left again. Anyway, ust give the game to the guy. If He doesnt respond within 7 days do what ^ that guy tells you to do

Alright, I have added him/her on Steam and sent an e-mail too. Thanks for the advice.

Winners are supposed to activate the gifts on their accounts. What happens after that is their business. Don't snoop around.
