First I thought this would be a more re-worked SDK few people would bother with, but the Steam Workshop feature seems neat.

Ooooh I like. Hopefully this means an easier way to install maps into the game rather than the old-fashioned drag-and-drop and console method.

I got to view this in action. Very intuitive and easy to use, though there was some obvious design limitations included.
For example, you can't make tiles less than 2x1 (portal size). Also, there is only the "clean" test chamber so far (no ruined or broken tiles, etc).
What really impressed me is the speed of choosing a chamber and playing it. The load time is only about as long as an elevator load takes in the single player. It uses the Steamworks website interface from the Steam Overlay. You simply choose a chamber and hit play.

The "Perpetual Testing Initiative" DLC will arrive for the PC and Mac versions of Portal 2 on May 8. The free expansion will allow players to design their own puzzles, then publish them to the Steam Workshop for review and play by other players.
There's currently no word on when, or if, this content will be available on consoles. The PS3 version of the game supports Steam for multiplayer gameplay, but Steam Workshop support hasn't been announced; there's no Steam integration in the Xbox 360 version.
