The last rule that was changed was the worst idea ever created on this place.
It is so messed up that it conflicts with SteamGifts own needs.
Considering latest rule changing events, I think rules can be changed, but they shouldn't be changed.

I'm curious what prompted this, was there some news about some less than savory things over on chrono.gg? Did you get a code from the site which didn't work?
