HALP PLOX. have a question regarding buying videogames outside of U.S

Ok so here's the problem, i'm from Mexico and recently i was trying to buy 3 games to make a GA here, but there was a message that kinda "disturbed" me if you'd like to call it like that.
why? it says:
"Aviso: las compras realizadas en México sólo se pueden añadir a tu biblioteca si estás en Argentina, Bolivia, Brasil, Bahamas, Belice, Chile, Colombia, Costa Rica, Ecuador, Guatemala, Guyana, Honduras, México, Nicaragua, Panamá, Perú, Paraguay, Surinám, El Salvador, Uruguay o Venezuela."
meaning...
"Warning: All purchases made in Mexico can only be added to your library if you are in Argentina, Bolivia, Brasil, Bahamas, Belice, Chile, Colombia, Costa Rica, Ecuador, Guatemala, Guyana, Honduras, México, Nicaragua, Panamá, Perú, Paraguay, Surinám, El Salvador, Uruguay or Venezuela."

So... does this mean only people from these exact locations would be able to activate the games? or is this just for me? im confused T_T

i recently made a GA for BIT.TRIP Runner2, and there was no problem whatsoever, but i already had that game since like... 1 year ago or so, i dont remember, the point is that i didn't bought it at that moment, i already had it on my inventory.

PLSSSS help, i really wanna do these 3 GA but i dont wanna f*ck up and disappoint the winner if he is not in these countries T_T

Steam has region restricted markets now so yes, if you buy a gift from the store it can only be activated within SA region.

You CAN make a region-restricted giveaway chosing the correct region when creating it so it will be clear for people interested in entering them. There are a lot of users from SA so you will get a nice amount of entries, don't worry ;D

You can always buy at stores like GMG, HB Store or Indiegala or Bundlestars stores. You can get ROW keys there.

Another solution would be to use a VPN to connect to the US area and buy something from Steam that way instead... I wouldn't know how to do that... only that it might work.

Umm...
But the reason Steam has Region restricted items is because those regions get stuff at cheaper prices to reflect the Cost of Living differences. It's not that horrible of a thing.

VPN is a software that lets you to connect to proxies around the world and let you surf the internet as if you were in the country the proxy is from, also it's heavily penalised on Steam so DON'T USE THEM

Okay, well, the way I was looking at it, was if he VPN'ed to a Higher priced area, to purchase region non restricted games to give away to the general public, I don't see how that could be penalized.

I wasn't suggesting he connect to Russia which is another region restricted market.
I get why you responded how you did, but isn't my suggestion valid for his goal?

It's against steams terms and is a bannable offence, doesn't matter which way your going. For the most part if steam doesn't allow something it won't be allowed here. A suggestion to break the rules is never a valid one.

Regional locks aren't just about pricing, but licensing as well. Just because a game is being sold on steam doesn't mean they can sell it in your region.

Alright, fair enough. Didn't realize it wasn't only about pricing. In that case, he should probably just visit GMG, and GamersGate and whatever else he can find. I retract my suggestion due to ignorance of the rules.

No se puede desde tu store, para comprar gifts region free vas a tener que tradeárselos a alguien con store ROW (USA, Canadá, etc) y van a ser más caros que los de méxico.

Al menos tu store es más barato, nosotros en Argentina tenemos los mismos precios que en USA e igual tenemos region lock como vos :/
Si lo que querés es subir de nivel , vale lo mismo dar un juego ROW que uno region locked.

En Chile sufrimos las mismas </3, seria genial sacar esa ventaja de alrededor de 40% al pagar en reales brasileños, por la cual nos restringieron a toda SA :(
