I ask this because it seems like an exploitable ability. What if someone created a group with only them and a friend and they gave a game away but the friend doesn't redeem it and they just keep "giving it away" to eachother to rack up contributor level.

Anyway, CV only increases if you have enough people entered.

As has been already stated you need a minimum of 5 entries for a giveaway to award CV. Also in the example you gave with games being passed around as Delta mentioned bans will be involved. However since he didn't explain why, allow me. First of all a giveaway only awards CV after it has been marked as Received. If however it is marked as received the person that won is obligated by site rules to redeem that game. If for whatever reason a giveaway marked as received is not in his/her library he leaves himself open for a ban(if or when he/she is found). Also since you theoratically already own that game since you "received" it in a giveaway you do not have the right to enter in another one for it(normally the enter button would turn into an unclickable "Already Exists in Account") so if you enter a second one and still mark that as received it is quite obvious there's some kind of exploit going on(aka Ban).

I have a similar question that I do not see in the FAQ, which I did read. Although honestly I did not see that answer of 5+ in there. I have a small group of Minecraft players from a specific server I am on, and want to do a giveaway. A contest doesn't seem fair, but a random drawing is. However, many of the players are on Steam just for the group and are mostly level 1. Does the minimum inventory value still apply for a group limited giveaway?
I am going to presume it does since they would be joining SG, but then that leaves me without a valid option in this case. Just wanted to confirm is all.

Do you mean the $100 worth of games on the account ? Yes, they still need to join SG as you said.
You could assign each of them a number and pick the winner with https://www.random.org/

I was thinking of making a private steam group for my friends and I where we can create giveaways for ourselves.
