I have a winner of one of my giveaways who has created some of their own giveaways. However, two thirds were marked as not-received by the winners and they stated the key was already used in the comments. I'm curious is I could/should request a new winner. I kind of don't want to send a game to someone who can't hold their end of a bargain, but I'm not finding anything in the forums or guidelines about cases like this. Thanks for your help, everybody!

Support will probably deny your request because that's not one of the reasons that they accept

  • Winner already owns the game.
  • Winner does not own the require base game
  • Winner already owns too much of the won bundle
  • Winner does not meet entry criteria at the time giveaway ends
  • Winner is currently suspended
  • Winner has been suspended within the past 30 days for failing to activate a won game
  • Winner rejected the gift
  • Winner has been unresponsive to your attempts to contact him/her
  • Other reason (including an explanation and corroborating evidence)

Since delivering created giveaways is a requirement to use SG, wouldn't too many non-received giveaways be ground for reroll and winner being suspended?

"Too many" is probably subjective and up to support member to decide, but I believe that if I created 200+ fake giveaways right now then you probably would do something.
