The only way to update your Steam Store is to add a valid billing method for that country.

No, it won't.
Store region setting and the Country displayed on your profile are 2 different settings. Lots of people think it's funny to set their country to Vatican City, Antarctica or for Weebs Japan but that doesn't mean that they are actually living there or that their store is set to that region.
Region restrictions here on SG are reliable as far as I know so if the winner was able to join your giveaway that means they're currently living in Malaysia and will be able to activate your gift.
Just try sending it to them and you'll see.

It's troublesome to gift using Steam period since they updated the restrictions about price differences.
Nothing to do with here. We don't control Steam's allowed or disallowed sending practices. :)

Stop using Steam to gift gifts, or restrict your giveaways to your country.
You could use Steam Keys instead...
(Also, you can submit a ticket to request an increase to your Giveaway limit)
