i know is newbie question, but i can saw to many giveaways with lvl account required, can anyone give me tips to get more lvls? thx, and sorry for be so noob about this.

There is no such thing as "upgrading" accounts. If you meant leveling up, you do some by creating giveaways.
The FAQ covers everything you need to know. I also suggest reading the website's Guidelines.

Si creas sorteos (giveaways) en los que entregas juegos, en función del valor de steam de los mismos y si han pertenecido a bundles o no (en el caso de bundles otorgan el 15% del valor del precio en steam) vas acumulando puntuación que sirve para aumentar de nivel.

En el FAQ viene todo explicado, pero si no te ha quedado algo claro, pregunta.
